TL;DR

  • A human resources coordinator runs the HR processes that have a timetable: recruitment campaigns from advert to offer, onboarding from acceptance to the end of probation, the performance review cycle from forms sent to forms returned, training sessions, HR records and reports, and the calendar of renewals and deadlines. O*NET lists HR coordinator among the reported titles of human resources specialists, whose tasks include processing hiring paperwork, scheduling orientations, maintaining employment records and performance evaluation forms, and preparing reports.
  • The responsibilities fall into seven groups: recruitment coordination, onboarding, the review cycle, training and events, records and reporting, first-line queries, and the HR calendar. The coordinator sits between the HR assistant, who processes and files, and the HR officer or generalist, who advises managers on policy and law: the assistant does the task, the coordinator owns the timetable, the officer owns the advice.
  • Employers ask for HR administration experience, confidence with the HR system and spreadsheets, discretion with confidential data, and often a level 3 HR qualification or apprenticeship, which in England maps to the Skills England HR Support standard and can lead to CIPD Associate membership. Write the advert around the cycles the coordinator will own, and appraise the coordinator on completion: campaigns filled to plan, starters ready on day one, reviews returned on time, records accurate.

Somebody in every HR team knows which vacancies are at interview stage, which starters have laptops and which do not, how many review forms are still out and which contracts expire next month. Where the team is big enough to give that person a title, the title is HR coordinator. The human resource coordinator job description is easy to write badly, as a list of everything HR does, and harder to write well, as the set of cycles the coordinator is expected to run from start to finish.

This article sets out the responsibilities of an HR coordinator in seven groups using two primary sources, the US O*NET occupational database and the Skills England HR Support standard, separates the role from the HR assistant below it and the HR officer above it, lists the skills and qualifications, gives a job description template, and suggests objectives for the coordinator's own appraisal.

A coordinator's year is a set of cycles, and each one ends in chasing. See how New Dynamics workflows run your own forms and stages with reminders and a completion view, so the coordinator sees who has not returned a form without sending the third email.

What is an HR coordinator?

An HR coordinator is the member of an HR team who owns the timetable of the function's routine processes. Where the HR assistant processes the paperwork and the HR officer gives the advice, the coordinator makes sure that each campaign, cycle and event starts on time, moves through its stages and finishes with the records complete.

O*NET lists “HR Coordinator (Human Resources Coordinator)” among the sample of reported job titles for human resources specialists, alongside HR generalist, recruiter and personnel officer. The tasks it gives for the occupation include “hire employees and process hiring-related paperwork”, “schedule or conduct new employee orientations”, “prepare or maintain employment records related to events, such as hiring, termination, leaves, transfers, or promotions, using human resources management system software”, “maintain and update human resources documents, such as organizational charts, employee handbooks or directories, or performance evaluation forms”, “contact job applicants to inform them of the status of their applications”, and “analyze employment-related data and prepare required reports”.

In Britain the title is less common than in the United States; the same work is often done by a senior HR administrator or an HR support officer. The Skills England HR Support standard describes the occupation as “delivering front line support to managers and employees”, with work that includes “handling day to day queries and providing HR advice; working on a range of HR processes, ranging from transactional to relatively complex, from recruitment through to retirement; using HR systems to keep records; providing relevant HR information to the business”.

HR coordinator responsibilities: seven cycles

Grouped from the O*NET tasks, the HR Support standard and the way HR teams divide the work, the responsibilities have seven parts, most of them cycles with a start, a set of stages and a finish.

  1. Recruitment coordination. Post vacancies; schedule interviews and assessment days; keep candidates informed of their status; prepare offer letters and contracts; collect right-to-work and reference checks; process the hiring paperwork. The coordinator runs the campaign; the hiring manager and the recruiter make the decisions.
  2. Onboarding. From acceptance to the end of probation: equipment and system access requested, induction booked, first-week plan issued, probation review dates set and chased. O*NET's task is to schedule or conduct new employee orientations; the coordinator's job is to make sure nothing on the checklist is missed for any starter.
  3. The review cycle. Send the appraisal and probation forms, track completion, remind the managers who have not returned them, collate the results and record the outcomes. The coordinator owns completion; the officer and the managers own the content.
  4. Training and events. Organise training sessions, book rooms and trainers, issue invitations, track attendance and record it; support engagement surveys, recognition events and the HR calendar's fixed points.
  5. Records and reporting. Maintain the HR system and employee files; prepare reports on headcount, absence, turnover, recruitment and training; keep organisation charts, handbooks and forms current. The HR Support standard's skill is “maintains required HR records as part of services delivered” and “prepares reports and management information from HR data, with interpretation as required”.
  6. First-line queries. Answer routine questions from employees and managers on policies, benefits, leave and procedures; escalate the ones that need advice. The standard describes “excellent customer service on a range of HR queries and requirements”, building managers' ability to handle repeated situations themselves.
  7. The HR calendar. Contract and visa expiries, probation ends, salary review dates, policy renewals, compliance deadlines: the coordinator keeps the calendar and starts each item on time.
HR coordinator responsibilities in seven groups: recruitment coordination, onboarding, the review cycle, training and events, records and reporting, first-line queries, and the HR calendar.
Each cycle has a start, a set of stages and a finish; the coordinator owns all three.

HR coordinator vs HR assistant vs HR officer

RoleOwnsTypical preparation
HR assistant or administratorThe task: process, file, record, answerO*NET Job Zone three: vocational training or experience
HR coordinatorThe timetable: each cycle from start to finishBetween the two; often a level 3 HR qualification
HR officer or generalistThe advice: policy, law, employee relationsO*NET Job Zone four: usually a degree, often a CIPD qualification

O*NET's human resources assistants occupation covers the rung below: “process, verify, and maintain personnel related documentation, including staffing, recruitment, training, grievances, performance evaluations, classifications, and employee leaves of absence” and “prepare and set up for new employee orientations”. The overlap with the coordinator is real; the difference is ownership. The assistant sets up the orientation; the coordinator makes sure every starter this quarter had one. Our guide to HR jobs and duties places all six rungs of the ladder, and the HR officer job description covers the rung above.

Three HR rungs compared: the HR assistant who owns the task, processing, filing and recording; the HR coordinator who owns the timetable of each cycle from start to finish; and the HR officer or generalist who owns the advice on policy, law and employee relations.
The assistant sets up the orientation; the coordinator makes sure every starter had one.

Skills employers ask for

The HR Support standard lists the skills for the occupation: service delivery, problem solving through questioning and active listening, communication and interpersonal skills adapted to the audience, teamwork, process improvement, managing HR information, and personal development; and the behaviours: honesty and integrity, including confidentiality, flexibility and resilience. For the coordinator specifically, ask for:

  • Organisation across many cycles at once. A recruitment campaign, an onboarding cohort and a review cycle running in the same month, each at a different stage.
  • Confidence with the HR system and spreadsheets. O*NET names human resources management system software; the coordinator lives in it.
  • Persistence without friction. Chasing a manager for the fourth time and keeping the relationship.
  • Discretion. Salaries, health information, disciplinary records and offer details pass through the coordinator every day.
  • Accuracy. A wrong start date or a missed visa expiry is a coordinator's error before it is anyone else's.

Qualifications and progression

Entry. Employers usually ask for HR administration experience and often a level 3 qualification in HR or people practice. In England the HR Support apprenticeship at level 3 is the usual route; the standard says there are no required entry qualifications, that it typically lasts 18 to 24 months, and that the successful apprentice may be eligible to apply for Associate membership of the CIPD. O*NET places human resources specialists in Job Zone four, usually a bachelor's degree, and human resources assistants in Job Zone three; the coordinator sits between.

Progression. HR officer, adviser or generalist, then HR business partner or HR manager; or a specialist route in recruitment, learning and development or reward. Say in the advert which route the organisation supports and what a coordinator needs to show to take it.

Objectives for the coordinator's appraisal

The coordinator's objectives should be completion measures, because completion is what the role owns:

  1. Recruitment. Campaigns run to the agreed timetable; every candidate informed of their status within the promised time.
  2. Onboarding. Every starter has equipment, access and a first-week plan on day one; probation reviews held by the due date.
  3. Review cycle. Forms issued on the agreed date and returned by the deadline, with the completion rate reported weekly.
  4. Records. HR system accurate at each audit; reports delivered on time; no missed calendar item.
Four completion objectives for an HR coordinator's appraisal: recruitment campaigns run to the agreed timetable; every starter ready on day one and probation reviews held on time; review forms returned by the deadline with the completion rate reported weekly; HR records accurate and no missed calendar item.
Completion is what the role owns, so it makes the fairest objective.

Frequently asked questions

What are the responsibilities of a human resources coordinator?

Running the HR processes that have a timetable: recruitment campaigns from advert to offer, onboarding from acceptance to the end of probation, the review and probation cycles from forms sent to forms returned, training sessions and events, HR records and reports, first-line queries, and the HR calendar of expiries and deadlines. The US occupational database lists HR coordinator among the titles of human resources specialists, with tasks including processing hiring paperwork, scheduling orientations and maintaining employment records.

What is the difference between an HR coordinator and an HR assistant?

Ownership. The assistant processes, files and records; the coordinator owns each cycle from start to finish and is accountable for its completion. The US occupational database places HR assistants in Job Zone three and HR specialists, which include coordinators, in Job Zone four; the coordinator sits between.

What is the difference between an HR coordinator and an HR generalist?

The coordinator owns the timetable; the generalist or officer owns the advice. A generalist advises managers on policy, employment law and employee relations cases; a coordinator makes sure the processes around those decisions run on time and are recorded.

What qualifications does an HR coordinator need?

Usually HR administration experience and a level 3 qualification in HR or people practice, or an apprenticeship such as the Skills England HR Support standard in England, which can lead to CIPD Associate membership. A degree is not usually required; it becomes common at the HR officer rung.

How should an HR coordinator be appraised?

On completion: campaigns run to plan, starters ready on day one, review forms returned by the deadline, records accurate and no missed calendar item. Those are the outcomes the role owns, so they make fairer objectives than hours worked or emails sent.

Your next step: list the cycles

  1. List the cycles the coordinator will own and the number of each in a typical quarter.
  2. Name the HR system and the reports the coordinator will produce.
  3. Draw the line between the coordinator and the assistant, and between the coordinator and the officer.
  4. Write the objectives as completion measures and review them at the end of each cycle.

For the cycle the coordinator will spend most time chasing, read and download our performance review guide. The guide is free to read, and the PDF uses our short download form.
